Ahead of the 2019 general elections, the Ambassador to South Africa, Ahmed Ibeto, has resigned.

He has also renounced his membership of the ruling All Progressives Congress, and had crossed over to the opposition Peoples Democratic Party.

Our correspondent could not confirm if the envoy saw President Muhammadu Buhari before returning to Minna on Monday evening.

Ibeto was a deputy governor of Niger State on the platform of PDP.

Checks revealed on Tuesday that Ibeto have left Minna for his home town of Ibeto in Magama Local Government Area of the state.

According to sources, the former deputy governor was received by over 1,000 supporters on his way to Ibeto.

Our correspondent gathered that while in Ibeto, the ex-ambassador would first resign his membership of the APC and assume PDP membership.

A source close to the former deputy governor told our correspondent that he would join governorship race immediately he registered with PDP.

It could be recalled that former Ambassador was a member of the PDP until the primary election of the party in November 2014, during which he lost the governorship ticket to Umar Nasko, a former Chief of Staff to ex-governor Babangida Aliyu.

He resigned his membership of the PDP along with thousands of his supporters after complaining about “the injustice” melted to him by the then ruling party.

Ibeto was the vehicle on which the incumbent APC governor rode to victory, leading his campaign to all the 274 wards in the state.

Also, last year, he was was appointed an ambassador and posted to South Africa by President Muhammed Buhari.

Both clubs are rounding up preparations ahead of the new season. However, for Chelsea , this game is very important. Both clubs will be aiming to put behind them the disappointment of finishing outside the top four last season. Arsenal play Lazio after Chelsea, but for Sarri, this is the last pre-season friendly.

Finally, this can serve as an opportunity for some players who did not start pre-season preparations with the squad due to their involvement in this year"s World Cup to give their respective coaches some selection headaches ahead of the new season and look for a starting eleven berth in the team. A man died after blowing himself up on an empty football field in the eastern Belgian town of Verviers in an apparent suicide, the city’s deputy mayor Hasan Aydin said Tuesday.

“The individual, whose identity is not yet known, blew himself up in the middle of the football field around 0830 (0630 GMT) in the morning,”  Aydin told AFP.

“He was alone in the middle of the field,” he added.

“Suicide seems the most likely reason for the moment because if he had wanted to cause casualties, the man would have chosen another place at another time,” he added.

“It would seem that he is a European in his fifties and a former career military officer,” the deputy mayor said.

Contacted by the AFP, the federal prosecutor’s Office responsible for terror cases said that it was not responsible for this case, suggesting that police do not believe the incident involves terrorism.

Belgium was hit by jihadist attacks that killed 32 people on March 22, 2016.

An Islamic state terrorist cell was dismantled in January 2015 in Verviers that involved three jihadist returnees from Syria.

Abdelhamid Abaaoud, considered the head of the terrorist teams that struck in Paris and Brussels in 2015 and 2016, is suspected of having supervised this cell from Greece.

The National Assembly has been called upon to consider national interest above all other considerations in the conduct of their legislative business.

The federal legislature has also been asked to cut off its recess and resume, if only to consider President Muhammadu Buhari’s request for virement in order to successfully execute the 2019 General Elections.

In a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke, the Buhari Media Organisation (BMO) said that the federal lawmakers have every reason to suspend their recess now that the calendar for the 2019 election is set go into operations.

It noted that according to the time-table released by the Independent National Electoral Commission (INEC) earlier in the year, political parties are expected to begin to collect forms for the 2019 elections from August 17, yet the National Assembly plans to be on recess till September 25.

“How do Nigerians expect INEC to kick-start processes leading to the election when federal lawmakers are busy at holiday spots across the world.

“We wonder why they have to be prevailed upon to do a duty Nigerians elected then to do,” BMO said.

The group pointed out that the period the National Assembly is meant to resume from recess is a time political activities ahead of next year elections are expected to begin. ”From September 25, politicians including federal lawmakers would be in the thick of efforts to get return tickets at party primaries and may not be readily available in the Chambers, so when will they have the time to consider the request?”

BMO urged the federal legislators to toe the path of honour in national interest and set a date for consideration of President Buhari’s virement proposal and other pressing matters.

It also encourages the Special Assistant to the President on National Assembly Senator Ita Enang to engage his former colleagues on the wisdom of cutting short their recess to attend to matters of urgent national importance.

There will be a deliberate policy to encourage companies and sectors that can readily make use of the existing skills Nigerian youths have to create massive jobs if former Vice President Atiku Abubakar is elected next year, his spokesperson, Segun Sowunmi, has said.

Sowunmi, who is also the Director of communication, Atiku Presidential Campaign Organisation, stated this recently in Abuja.

He submitted that successive administrations failed to tame the unemployment conundrum because they were fixated on applying same orthodox solutions over the years.

His words: “The business of job creation is better done by someone who has been in the business of job creation for many decades.

Anyone who is serious about job creation must liberalise the job ecosystem by allowing the private sector play more major roles.

This does not mean selling Nigeria’s assets, it means one is expanding the space so that everybody can be competitive and we have seen how that played out in the information communication technology sector.

The claim that Nigerian graduates are not employable is not totally true.

What is needed is for a government that is innovative to create the enabling environment for sectors and companies that can use the existing skills to thrive.”

Sowunmi argued that some of the reasons surrounding job creation initiatives in Nigeria is because often time than not, those who are providing the enabling environment and formulate the policies for jobs to be created have no real experience as job creators themselves.

“That is the unique advantage of Atiku Abubakar. As a serial entrepreneur, he has about 60,000 people working directly in his enterprises and another 250,000 indirectly employed by his companies. He has created jobs across the manufacturing sector, creative industry, communication, logistics, and education and in almost the entire job creating noodles in the country.

Therefore, unexpectedly even without him thinking, he knows what a potential investor is looking for to grow his business,” he explained.

He insisted that the former Vice President has developed an onus for spotting opportunities where others see challenges, saying Atiku understands that Nigeria is sitting on a time bomb because of the huge youth population that are jobless and are therefore open to criminality tendencies.

Sowunmi stated: “He (Atiku) thinks that right now, one of the things that Nigeria must do to join countries like Indonesia, Singapore and Malaysia is to figure out how to get Nigerians to be job creators because the enabling environment is there and that government should be making life easy for them by stimulating the small scale enterprises to grow by offering them tax reliefs and get banks to support businesses who may not be profitable immediately but have the potential to do well in the near future.”

Breaking News: APC dissolves Kwara exco loyal to Senator Saraki

The All Progressives Congress (APC) has dissolved the executive committee of its faction loyal to Senate President Bukola Saraki.

Ishola Fulani Balogun, chairman of the group, has been replaced with Bashir Bolarinwa.

The dissolution of the state’s executive committee was contained in a notice dated July 30 and signed by Adams Oshiomhole, APC national chairman; and Mai Mala Buni, national secretary of the party.

The national working committee (NWC) of the party said the decision was taken following some irregularities.

The development comes 24 hours after Lai Mohammed, minister of information, called for a dissolution of the state exco over alleged anti-party activities.

“The committee also reviewed the actlons of some leaders of the party that emerged from the above congress who participated In an open rally calling on the senate president to decamp to the PDP,” the notice read.

“The national working committee (NWC) after a careful and exhaustive deliberation on this and other developments in the state chapter of the party, and pursuant to the provlslons of Article 13.4 (xvi) and (xvii) of the party’s constitution invoked it’s power as enshrined therein and hereby resolve as follows

“To dissolve all party organs from ward, local government and state executive of the party In Kwara state. To constitute caretaker committee at all levels of the party of the party organ at ward, local government and state executive committees of the All Progressives Congress In Kwara State.

“That Hon. Bashir Bolarinwa shall and is hereby appointed as the chairman of the caretaker committee of the state executive committee of APC in Kwara state. This shall take immediate effect.”

On Sunday, Mohammed asked members of the APC loyal to Saraki to either resign federal government appointments or risk being sacked.

Immediate past President of the Senate, Senator David Mark, has described the purported impeachment plot against the governor of Benue State, Dr. Samuel Ortom as null and void.

Reacting to the development in Benue state today, Senator Mark said the alleged impeachment of governor Ortom by eight out of the 30 members House of Assembly is at best an exercise in futility.

According to Mark: “it is unconstitutional and devoid of any known legislative practices and procedures.

“I will advice members of the Benue state House of Assembly to be guided by the constitution and legislative rules and procedures. They should not engage in any act that could undermine the established tenet of democracy.

“The action of some members of Benue State House of Assembly violates section 188(2) of the 1999 constitution (as amended) which requires that a Notice of Impeachment has to be supported by at least one third of the members of the House to be valid. This is obviously not the case here.

“What is expected of the law makers is a collaborative effort with executive arm of state government to provide the needed dividend of democracy to the people of Benue state.”

“They should remember that the interest and welfare of the people of Benue state is paramount. Anything less would be a disservice to the people they swore to serve.”

Senator Mark, however, advised the governor not to be distracted by the development but remain focused and steadfast in the discharge of his duties.

The former Senate President implored the people of Benue state to remain calm and law-abiding just as he counseled security operatives to maintain law and order objectively.

Breaking News: Plot to impeach Governor Ortom designed to scare others from joining us - PDP

The Peoples Democratic Party (PDP) has condemned the attempt by some Benue lawmakers to impeach the governor, Samuel Ortom.

The party said the move by minority All Progressives Congress (APC) lawmakers in Benue was a plot to scare other top politicians from defecting to the PDP like Mr Ortom did.

The party made this known in a statement issued after the emergency National Working Committee (NWC) meeting iheld on Monday in Abuja.

The PDP blamed the All Progressives Congress (APC) National Chairman, Adams Oshiomhole, and the President Muhammadu Buhari-led government for the action.

Mr Ortom had defected from the ruling APC last week. He mentioned pressure from his constituents as reason for the action.

Some APC lawmakers, reportedly eight of the total 30 lawmakers, had subsequently stormed the state assembly backed by the police to serve an impeachment notice on Mr Ortom in clear breach of the legislative process on numerical strength for such a move.

On the flipside, about 22 lawmakers from the opposition PDP were reportedly barred from the premises of the assembly by police officers.

The APC lawmakers accused Mr Ortom of misappropriating billions in public funds while state workers groan amidst unpaid salaries.

The PDP on Monday expressed shock that the lawmakers were led by Terkibir Ikyange who was impeached as speaker by his colleagues last week.

“The NWC condemns in its entirely the purported sitting of eight APC members including the impeached and suspended Speaker; (in a 30 member House) wherein they illegally claimed to have served an impeachment notice on the Governor of Benue State, Dr. Samuel Ortom. PDP also condemns the use of the EFCC and DSS to harass and intimidate officials of the Benue State Government.

“We note the roles played by the factional Chairman of the APC, Adams Oshiomhole, President Muhammadu Buhari-led Federal Government and Sen. George Akume in encouraging lawless acts and anarchy in Benue State.

“The party believes the actions and opinions expressed by Oshiomole on the decamping of Governor Ortom to the PDP as an act intended to precipitate crisis for declaration of state of emergency in Benue,” the PDP said.

The PDP warned against such deliberate acts adding that these were “maliciously designed to truncate democracy by employing underhand tactics to achieve what is inconceivable in a democracy.”

“The party calls on the Nigerian public, the civil society organisations and International Community to note the series of plots and deliberate attempts by the Buhari led APC Federal Government to cause mayhem in a state that is struggling to recover from a spate of killings and bloodletting.

“We are aware that these plots were designed to scare away Nigerians, including state governors and legislators, who are desirous of rallying with the PDP to rescue our nation from the misgovemance of the Buhari regime,” it added.

The All Progressives Congress in Kwara State has rejected and dismissed the purported dissolution of party at the ward, local government and state levels in the State by the Adams Oshiomole-led National Working Committee as not only outrightly unlawful but also null and void.

The position of the party was contained in a statement by its Publicity Secretary, Sulyma Buhari.

It was in reaction to the sacking of the State Executive Committee perceived to be loyal to the President of the Senate, Dr. Abubakar Bukola Saraki.

Buhari said in the statement: “We confirm that there is no case of lacuna in the party leadership in Kwara State and there was no ground for the purported dissolution. Thus, the NWC erred in law. Furthermore, the purported dissolution is null and void.

“We recall that for many weeks, party members worked assiduously and painstakingly to elect party leadership at the ward, local government and state levels in Kwara State. The party structure was certified as duly elected by the National Working Committee of APC. The duly elected party structure in Kwara State cannot be overthrown or dissolved by an unlawful declaration from Abuja.

“Considering the inglorious role played by Comrade Adams Oshiomole, he has lost the respect of the leadership and members of APC in the 16 local government areas and 193 wards of Kwara State. He has destroyed his human rights credentials. It is crystal clear the emerging dictator is always willing to trample on the rights of other party members whenever his personal interest is involved.

“While the party will exercise legal means to protect the constitutional mandates of the party leadership at the ward, local government and state levels, we wish to reaffirm that the Alhaji Ishola Balogun Fulani – led State Executive Committee (SEC) remains the only authentic and lawful leadership of APC in Kwara State.

“Despite the distraction from Abuja, the Alhaji Ishola Balogun Fulani – led State Executive Committee (SEC), the party leadership in the 16 local government and 193 wards of Kwara State shall continue to discharge constitutional functions. All members of the APC in Kwara State should remain calm as we devise legal measures to guarantee the protection of their rights.”

Cesar Azpilicueta believes that Chelsea will only continue to grow under new coach Maurizio Sarri, with the defender stating that the Blues look “better with every minute” under the Italian’s stewardship.

Sarri, who took Napoli to a second-place finish in Serie A last season, inked a three-year deal to become manager at Stamford Bridge following Antonio Conte’s dismissal in July, and is so far unbeaten in pre-season.

Azpilicueta, who returned to action for the Blues against Inter on Saturday, has nothing but kind words to say about his new boss too, praising the 59-year-old’s stylistic approach and work ethic application.

“It’s been really good since the first day,” the Spain international told chelseafc.com, ahead of the club’s encounter with Arsenal in Dublin as part of the International Champions Cup. “We’ve been learning his methods and I think the team looks better with every minute.

“We know we don’t have a lot of time to prepare for [the new season] so we have to work hard to pick up the movements we want to do.

“I think we saw a good team against Inter and we have to play collectively to get the results.”

Azpilicueta stressed that while the team is enjoying the early stages of Sarri’s tenure, they still have plenty of work to do before the new domestic campaign begins, with an early chance for silverware on the near-horizon, against Manchester City in the Community Shield on August 5.

“We are improving and we have to keep learning in the games that we have on Wednesday and then on Sunday against City,” the full-back added.

“We know we can still improve, we have room for improvement and we want to work on that aspect.”

Addressing his own flexibility in the back-line following a World Cup campaign where he filled multiple positions for Spain, Azpilicueta stated that he would be willing to fill whatever role is required of him at Chelsea this season.

“I’ve always said, I try to adapt,” the 28-year-old further explained. “Every time that I play in a different position, I want to improve and to prove myself.

“But the most important thing is to give everything for the team.”

Chelsea split their two remaining ICC encounters against Arsenal and Lyon with the Charity Shield at Wembley before they start their Premier League campaign away at Huddersfield Town on August 11.

Breaking News: World Bank - Enugu government earmark N40 million for developmental projects

The World Bank, in conjunction with Enugu State Government, earmarked N40 million for developmental projects in four rural communities in the state, Dr Maximus Asogwa, the General Manager, State Agency for Community and Social Development Project (CSDP) said.

Asogwa made this known on Monday in Enugu at the presentation of the first tranche of the fund to the communities, adding that the projects were in line with the policy thrust of the state government.

He said that the projects to be sited in Umualor, Amede, Olido and Umuadonuowo in Isi-Uzo and Igboeze North local government areas, would include provision of Primary Health Centre (PHC) facilities, electricity, housing and water projects.

The general manager urged leaders of the benefitting communities to use the fund for the projects and commended Gov. Ifeanyi Ugwuanyi for providing the counterpart fund, as well as creating an enabling environment for accelerated rural development in the state.

He added that the projects were community-driven as the communities were allowed to choose the projects they needed and handle the construction of such facilities.

He said “these projects, namely: boreholes, extension of electricity, schools and others, are to be maintained by the communities.

“The funds are disbursed in three tranches, which are 30 per cent, 50 per cent and 20 per cent. This is to make sure that the funds are not diverted.

“Today, we present the first tranche of about N3 million to each community involved.

The various community leaders who reacted to the gesture, lauded the World Bank, the Enugu State Government and CSDP for providing funds for their “key need’’ projects.

The Traditional Ruler of Olido Community, Igwe Augustine Ageshi, who spoke on behalf of the befitting communities, said: “we cannot thank you enough for providing us the opportunity to get the second necessity of life after the first, which is air.’’

Ageshi, whose community got borehole projects, said that the only way of showing appreciation to the government would be to ensure massive vote for re-election of Gov. Ugwuanyi.

Each of the four communities will get N10 million worth of project totalling N40 million with the projects scheduled to be delivered within six months.

President Muhammadu Buhari has been commended for Federal Government’s release of N37.95 billion to Anambra state as refund for the construction of federal roads and other federal projects.

This is even as the Senator representing Anambra South in the National Assembly, Sen. Andy Uba, has was commended for his role in facilitating the refund.

The Coalition of Anambra Youth For Buhari (CAYB) in a statement issued by its Chairman, Martin Chukwu, said that the role of Uba was commendable as the money would go a long way in improving the living conditions of the people of the state.

He said that the release of the money further demonstrates the fact that President Muhammadu Buhari means well for the people of the region.

“Since the return to democratic rule in 1999, the South East has suffered neglect in the area of road construction and other infrastructural development, despite huge budgetary allocations to the region.

“Ever since President Muhammadu Buhari came on board in 2015, he has demonstrated that he has no negative intentions towards the South-Eastern part of Nigeria as wrongly insinuated.

“With the release of N37.95billion for the rehabilitation of federal roads in Anambra State by the federal government, the Buhari led government has further endeared itself to the youths and people of the state.

“The CAYB wish to assure the president that the youths of the region are ready to give him all the support needed to move the region and the entire nation forward.”

On Andy Uba’s effort towards facilitating the release, Chukwu added that Uba remains the best senator in the history of Anambra state.

He added: “Words alone cannot express our gratitude to Senator Uba for facilitating the release of the funds by the federal government.

“It is on record that the senator remains the best federal lawmaker to have ever come out from Anambra state. His track records through numerous constituency projects are a testament of his goodwill for the people of the state.”

The CAYB further assured the senator that the youths and good people of Anambra South will continue to support him in the years ahead so as to attract more development in the state and the region.

The Federal Road Safety Corps (FRSC) on Monday gave sub-standard driving schools in the country 60 days to upgrade or risk sanctions.

FRSC Corps Marshal Boboye Oyeyemi gave the ultimatum in Owerri at a national workshop organised for driving school operators with the theme “Promoting Road Safety through Quality Driving Education in Nigeria”.

Oyeyemi said that most driving school owners were operating below standard, adding that the aberration accounted for most of the road crashes on Nigerian roads.

He said that FRSC was committed to training the trainers to ensure significant reduction in road crashes.

“We have suspended some driving school operators from our portal because some of them are illegally graduating trainees.

“Some of the operators do not even train their clients before issuing them certificates; we have noted all these and we will not allow it to continue.”

The corps marshal said the essence of the workshop was to educate the trainers and to refresh their memories on FRSC training standards.

In his remarks, Gov. Rochas Okorocha of Imo said that his administration had approved the establishment of a state-owned driving school to ensure adherence to standard.

Okorocha, who was represented by the Secretary to State Government (SSG), MR George Eche, decried the high number of unqualified drivers on the road.

“An unqualified driver is like a looming danger waiting to happen and I will do everything possible to assist FRSC to fight this menace,” Okorocha said.

The Sector Commander Imo Command, Mr Joseph Aremu, said that the command would collaborate with the proposed state-owned driving school to ensure quality training of drivers.

Aremu said that the command currently investigates and prosecutes unqualified drivers.

Meanwhile, Mr Denja Abdullah, the Director, Department of State Service (DSS) in Imo, who spoke on the “Role of Driving School Operators in Road Safety Management” said road crashes noted that had become a recurring phenomenon.

He said that road crashes were caused by human, mechanical and environmental factors, adding that human factor accounted for 90 per cent of the accidents in the country.

Abdullah added that besides Boko Haram insurgency, road accident was the second major cause of death in Nigeria.

He urged FRSC to publish names of licensed driving school operators in each state in order to eliminate quacks.

Breaking News: NAF fighter aircraft attacks Boko Haram settlement

The Nigerian Air Force (NAF) says the Air Task Force (ATF) of Operation LAFIYA DOLE, has successfully conducted a massive attack on Tongule village in Borno.

AVM Olatokunbo Adesanya, NAF’s Director of Public Relations and Information, who confirmed this in a statement on Monday issued in Abuja, said that the operation was conducted on Sunday.

Adesanya said that Tongule village is 9km South West of Dikwa in Borno.

“The successful air strikes were sequel to a credible intelligence that several Boko Haram Terrorists (BHTs) were massing up at the location, having occupied the entire village.

“Consequently, the mission was immediately planned and executed to prevent the BHTs from carrying out attacks against troops’ locations in the general area.

“Upon receiving the intelligence, the ATF NAF Alpha Jet aircraft and Mi-35M helicopter gunships subsequently attacked structures occupied by BHT elements in the location with bombs rockets and canons, in quick succession.

“As a result of the air strikes, several BHTs were neutralised in the village while a few survivors, seen fleeing the location, were taken out in subsequent follow-up attacks,” he said.

The NAF spokesman said that there was also intensive damage to the settlement as captured by the NAF Intelligence, Surveillance and Reconnaissance (ISR) platform.

AWKA—THREE children had drowned, while two others were declared missing in a devastating flood following three days of downpour that wrecked havoc at Okpoko in Ogbaru Local Government Area of Anambra State.Related image

Flood  No fewer than 10 buildings were also damaged in the area, which is a suburb of Onitsha, while property worth over N100 million were lost.

A resident of the area, Mr. Christian Aguchi said yesterday that the two missing kids had not been seen by their parents as their homes were among the buildings that were swept away by the flood.

Ogboko community, overlooking the River Niger, had over the years recorded casualties whenever there was down pour, even with the massive drainage constructed by the state government in the area.

According to Aguchi, “Since the rainy season started, there had been one problem after another in Ogboko. Many buildings had collapsed and hoodlums have been taking advantage of the situation to loot people’s houses.

“The three children drowned in the flood when it flowed into their residences. As we speak, two other children have not been seen by their parents. Even now that the rain has subsided, there are still floods flowing on some streets and one wonders where they are coming from.

While urging the state government to come to the rescue of the community, Aguchi said the major roads in the area needed immediate rehabilitation to save the people from the frequent flood menace.

In the meantime, the State Commissioner for Works, Mr. Marcel Ifejiofor, has warned against indiscrimiinate dumping of refuse on drainage channels, which he said, was the only way to prevent road failures and flooding.

He said that the state government had stepped up campaign against illegal dumping of refuse, vowing to bring the full weight of the law on defaulters.

“Residents must safe­ guard the roads and not be part of the problem because it costs the state a lot of money constructing these roads and it is improper for people to block the drainages with refuse,” the commissioner stressed.

Another resident of the area, Mr. Ikechukwu Okoye, said the area had become dangerous as lives were always lost during rainy seasons.

He said: “We suffer two major things here, which are flood men­ ace and armed robbery and unless the state government comes to our rescue, we will continue to live in danger.”.

President Muhammadu Buhari yesterday in Lome made a strong appeal for inter-regional collaboration on maritime security, the fight against terrorism and other crimes through effective border control.

According to a statement by his media aide, Garba Shehu, the President made the call while contributing to the consideration and adoption of the Draft Declaration by the Economic Community of Central African States (ECCAS) and the Economic Community of West African States (ECOWAS) on Peace, Security, Stability and the Fight against Terrorism and violent Extremism in the Togolese capital.

“Respect for rule of law, democracy and promotion of human rights are also vital as they are attributes of good governance, which would enhance the socio-economic development of the two regions,” he added.

According to the Nigerian leader, “It is also noteworthy to state that the subsisting collaboration among Nigeria, Chad, Cameroun, Niger and Benin in the fight against transnational crimes and proliferation of small arms and light weapons is exemplary.”

President Buhari noted that “Nigeria’s collaboration with the Lake Chad Basin Commission (LCBC), which is mandated to protect our environment, is existential because of the imperative to preserve the Lake Chad.”

The President said the Lake which had shrunk by 90 per cent, “has directly led to the economic hardship in the region, which has in turn created the enabling environment for the radicalization of the youth.”

He, therefore, called for greater focus on the refilling of the Lake Chad “as a long-term solution to one of the root causes of this existential threat.”

Noting that the Joint Summit was long overdue given the shared history and cultural ties of the two sub-regions and the common challenges facing them, President Buhari said:

“Nigeria shares boundaries with two important ECCAS Members; Cameroun and Chad, with whom we share the same security threats, especially terrorism, illicit trafficking of small arms and light weapons, human and drug trafficking, smuggling among others. Therefore, collaboration between our two sub-regions has become inevitable at this time to enable us effectively confront the existing challenges.”

He said such proximity informed his engagement with the neighbouring countries as soon as he came to power in 2015, leading to the formation of “a common front to combating Boko Haram insurgency” through the Multi-national Joint Task Force (MNJTF) by the countries of the Lake Chad Basin Commission (Cameroun, Chad, Niger, Nigeria and Benin).

Reminding his fellow leaders of the African Union’s designation of 2018

as the Anti-Corruption Year under the theme, “Winning the Fight against Corruption: the Sustainable Path to Africa’s Transformation,” and his choice as Champion of the theme for the year, President Buhari called on them to “join hands in this campaign against corruption, as one of the root causes of conflict and other societal ills.”

Commending the efforts of the Chairpersons of ECCAS and ECOWAS for bringing together leaders of the two groupings to deliberate on important issues that required urgent attention, the President pledged that:

“Nigeria will continue to support any effort directed towards peace building, security and stability, as well as the fight against terrorism and violent extremism in our two sub-regions and the world at large as an active member of the Global Counter Terrorism Forum (GCTF).”

During the opening session, the ECOWAS Chairman and President of Togo, Faure Gnassingbe; the Special Representative of the UN Secretary General, Mohamed Ibn Chambas; the Chairman of the African Union Commission, Mousa Faki Mahamat; and the ECCAS Chairman and President of Gabon, Ali Bongo Ondimba, had underscored the imperative for collaboration to overcome regional security challenges.

In the final communiqué, the 26-member joint organisation strongly condemned all kinds of illicit activities and trafficking by terrorist and mercenary groups operating in the Sahel and some ECOWAS and ECCAS Member States.

The Joint Summit also expressed serious concern about upsurge in and spread of violent conflicts among herders and farmers due particularly to the adverse effects of climate change.

The Heads of State and Government therefore instructed “the Ministers responsible for agriculture, livestock and security of the two regions, to hold regular consultations, with the participation of herder and farmer organisations, in order to identify measures for the preservation and peaceful management of these conflicts.”

Adesina said Buhari would never be part of any unconstitutional act . He added that any attempt to link the President with the inglorious past , when minority number of lawmakers removed governors, will not stick.

The statement read , “ Even while attending the ECOWAS/ ECCAS Summit in Togo , strident attempts were being made to drag President Muhammadu Buhari into the unfolding drama between the executive and the legislature in Benue State.“ Statements have been issued by different interest groups , insinuating that the President may have a hand in the development in Benue . “ This is paranoia at its worst , coming from people who have wittingly positioned themselves against the clean – up of the country, and the way we do things . They prefer business as usual.

“ President Buhari will never be part of any unconstitutional act , and any attempt to link him with the inglorious past , when minority number of lawmakers impeached governors, will not stick. It will simply be like water off the duck’s back.

The residents of Ijegun Community in Lagos, expressed their shock over what they described as attempted suicide by a well-to-do young man who reportedly used a sharp object to slit his throat in his friend’s house over frustration. The incident happened at Bola Akinlere Street by Papa Major bus stop off Ijegun Road, ijegun, Lagos.

The 30-year old Olumide Akinlere, was said to have attempted suicide but was rescued by the friend’s mother who was around. She raised alarm and Olumide was prevented from killing himself but by then he had already inflicted injury on himself.

He was then rushed to a hospital and was later transferred to Lagos State University Teaching Hospital, LASUTH, in Ikeja area of Lagos. His case was said to be critical as he could not talk having already cut off part of his throat before rescue came his way.

It was gathered that what baffled the residents about the incident was that Olumide’s father had many properties in choice areas which he had handed over to him being the first child of the family after the father fell sick and got paralysed.

On his part, Olumide was said to have  flourishing businesses and had not been known to have complained of any financial challenges among his friends in the area.

On the day the incident happened, Olumide was said to have visited his friend who lived close to his house but he did not meet him at home. While there, he was said to have used the sharp object and slit his throat. He shouted in pains and it attracted the mother of his friend.

He was rescued and rushed to the hospital in the pool of his blood. The matter was reported to the police at Isheri Oshun Division.

As at the time of filing this report, Olumide was still at LASUTH and the police were working to know the cause of his action.

It was gathered that the victim was unable to speak but had written a sort of suicide note. He said that it was depression and frustration that led to his action.

Breaking News: EFCC probes Governor Ortom over alleged N22 billion fraud

The Economic and Financial Crimes Commission (EFCC) is investigating Samuel Ortom, governor of Benue, over the alleged diversion of N22 billion.

According to a report, the allegation is contained in the report of an investigation which began in May 2016.

Ortom was said to have ordered the withdrawal of N21.3bn from four Benue government’s accounts in three banks between June 30, 2015, and March 2018.

The EFCC said N19bn out of the money was purportedly meant for the payment of six security agencies deployed to Benue over the farmers-herdsmen clashes.

According to the anti-graft agency, less than N3bn of the money was paid to the security agencies.

“We investigated four bank accounts belonging to two Benue State government’s agencies. The first agency is the Benue state government house which has an account in UBA with number 1017348051 and another account in GTB with number 0027952907. These accounts received N1, 916, 635, 206 from the state’s allocation between June 30, 2015 and March 2018,” the report read.

“The second government agency is the Bureau of Internal Affairs and Special Services. The agency has an account with UBA with number 1007540119 and a First Bank account with number 2023788057. Between the same period, the accounts were credited with N19, 468, 951, 590 from the Benue state allocation.

“Investigations revealed that N19 billion was withdrawn by one Oliver Ntom, a cashier. Sometimes, in a day, he would withdraw as high as N500 million by cashing several cheques worth N10 million each. The permanent secretary upon interrogation said anytime security agencies requested funds, he would approach Governor Ortom who would ask him to write a memo to that effect. The permanent secretary would write and the governor would approve the money.

“The permanent secretary said the funds are usually given to six security agencies. He said the highest that any security agency gets is N10m a month while the least any of the agencies gets is N5 million a month.

“He said after the money has been released, the governor usually orders that the memo be torn to pieces. It is important to note that if a total of N60 million is given to all the security agencies collectively every month as claimed by the permanent secretary, it cannot amount to half of N19 billion in three years.”

The EFCC said it has also invited one John Bako, a member of one of the security outfits in Benue who withdrew N28 million, and one Andooi Festus, a cashier from the Bureau of Local Government and Chieftaincy Affairs who withdrew N1.3 billion.

The anti-graft agency also said 21 lawmakers of the Benue house of assembly are under probe.

“About 21 of the lawmakers are under probe. However, 25 of the lawmakers have returned all the money they received which adds up to N245m. Four others have failed to return the remaining sum of N31m,” the EFCC report read.

The EFCC investigation is coming in the wake of the Benue governor’s defection to the Peoples Democratic Party (PDP).

On Monday, eight lawmakers of the state house of assembly served an impeachment notice on the governor.

Trump says he"d meet with Iran without preconditions "whenever they want"-



President Donald Trump said Monday he is willing to meet with Iran"s leadership, without preconditions, "whenever they want," a sharp departure from his threats against the regime last week.




"I would certainly meet with Iran if they wanted to meet," Trump said during a joint news conference at the White House alongside Italian Prime Minister Giuseppe Conte. "I do believe that they will probably end up wanting to meet. I"m ready to meet whenever they want to."

"No preconditions," he added. "They want to meet, I"ll meet, whenever they want."

Monday"s olive branch from Trump marks an abrupt shift in tone, and may be little more than theater with US midterm elections looming on the horizon. The President has been a strident critic of Iran, threatening the regime with "consequences" as recently as July 22, while his administration pursues a strategy that many see as regime change in all but name.

The President and his senior officials have ramped up the rhetoric against Tehran, promising to "crush" its economy with international sanctions and accusing it of fomenting terrorism and regional instability, while telling the country"s citizens that their leaders are corrupt.



"Nothing wrong with meeting"



Trump touted the benefits of diplomacy, saying he would "meet with anybody" and once again argued that his July 12 meeting with Russian President Vladimir Putin -- which drew heated bipartisan criticism -- was a success.

"Speaking to other people, especially when you"re talking about potentials of war and death and famine and lots of other things -- you meet. There"s nothing wrong with meeting," Trump said.

While Trump said he would apply no preconditions to meeting with Iran, he did appear to hedge the possibility of a meeting on an ability to "work something out that"s meaningful."

Secretary of State Mike Pompeo said the President had made the offer before. "The President wants to meet with folks to solve problems," Pompeo told CNBC. "If the Iranians demonstrate a commitment to make fundamental changes in how they treat their own people, reduce their malign behavior, can agree that it"s worthwhile to enter into a nuclear agreement that actually prevents proliferation, then the president said he"s prepared to sit down and have the conversation with them."

The President"s sudden willingness to consider a meeting with Iran"s leaders echoes his about-face on meeting with North Korean despot Kim Jong Un. Trump has suggested in the past that financial pressure will eventually bring Tehran to the table. Iran"s leaders have shown little interest in engaging with the US, however, particularly given the Trump administration"s decision to leave the Iran nuclear deal in May and -- in an echo of its approach to North Korea -- its subsequent drive to squeeze Iran"s economy.




The international nuclear agreement forced Iran to curtail its uranium enrichment capacity to prevent it from developing nuclear weapons, and imposed stringent verification processes, in exchange for relief on crippling sanctions.

After leaving the deal, the Trump White House has moved to reinstate sanctions on Tehran in two major tranches. Some will be reimposed in August and target autos, gold and other key metals, while others will snap back in November and target the energy sector and transactions with Iran"s Central Bank.

The sanctions would punish firms that do business with Iranian entities. Brian Hook, the State Department"s director of policy planning, said July 2 that more than 50 international firms have already announced their plans to leave Iran, "particularly in the energy and finance sectors."

The remaining members of the Iran nuclear deal, known as the Joint Comprehensive Plan of Action, remain committed to the international pact, as does Iran.

Iranian President Hassan Rouhani did leave open the door to the possibility of engagement with the US this month in Tehran when he said that Americans "must understand that war with Iran is the mother of all wars and peace with Iran is the mother of all peace," according to the state-run news agency IRNA.


But talks seem highly unlikely anytime soon. In his July 22 tweet, Trump said, "To Iranian President Rouhani: NEVER, EVER THREATEN THE UNITED STATES AGAIN OR YOU WILL SUFFER CONSEQUENCES THE LIKES OF WHICH FEW THROUGHOUT HISTORY HAVE EVER SUFFERED BEFORE."

He continued, writing in all caps, that: "WE ARE NO LONGER A COUNTRY THAT WILL STAND FOR YOUR DEMENTED WORDS OF VIOLENCE & DEATH. BE CAUTIOUS!"

Senior administration officials have also deployed increasingly aggressive rhetoric on Iran. The day before Trump"s fiery tweet, US Pompeo likened the Iranian regime to the mafia and accused the ruling clerics of enriching themselves and funding terrorism at the expense of ordinary Iranians in a speech at the Ronald Reagan National Library in Simi Valley, California.

"To the regime, prosperity, security, and freedom for the Iranian people are acceptable casualties in the march to fulfill the Revolution," Pompeo said. "The level of corruption and wealth among regime leaders shows that Iran is run by something that resembles the mafia more than a government."

But Okechukwu in a swift reaction on Sunday disagreed with the Igbo Leaders, saying that Ndigbo need Presidency to end cries of marginalisation.

Okechukwu said “I am in the know that most of Ndigbo are keen on Nigeria president of Igbo extraction come 2023.

“The Igbo president in 2023, will in no small measure cushion sulking and wrinkling of hands over marginalisation.

“Restructuring will only succeed when the weaker states and people are assured of basic needs of survival. This is the target of President Buhari’s RRAP projects.

“I Am accordingly pleading with Professor Ben Nwabueze and co to join us in appealing to all geopolitical zones in the country, to support any Igbo man or woman of their choice in 2023.

“For by then, South East will be the only geopolitical zone in the South that had not been president since the zoning convention took off in 1999. This is more pragmatic than utopian.”

Nigerian soldiers have arrested five robbery suspects at Felele, along Lokoja–Okene highway.

According to a statement by Texas Chukwu, the army spokesman, the suspects were caught wearing military camouflage and robbing innocent commuters.

Mr Chukwu, a brigadier-general, said three of them – Saviour Denis, 39 years, Isaac Donald, 35 years and Joseph Isah, 35 years were arrested while one Atsen was killed during an exchange of fire with the troops.

He said two female accomplices, Janet Isah and Oyinoye Ochefije, were also arrested during the encounter.

Mr Chukwu said the suspects were being interrogated and would be handed over to the appropriate authority for further necessary action.

He listed items recovered from them as one AK 47 rifle, one AK 47 rifle magazine loaded with 28 rounds of ammunition and four pairs of military camouflage uniform.

Others recovered items were one pair of Nigeria Police pullover, three pairs of berets, one pair of black boot, two machetes, one Plier and 22 handsets.

Mr Chukwu also said N16,980 was recovered from the suspects.

New indicators, including satellite images, show that North Korea could be in the midst of building new missiles, the Washington Post reported Monday, citing officials familiar with the intelligence.




According to The Post, the officials said the new information reveals that work is potentially taking place on one or two liquid-fueled intercontinental ballistic missiles in Sanumdong, a suburb of Pyongyang.

Liquid-fueled rockets are harder to store and move than solid-fuel rockets because the fuel is more volatile, according to experts. The volatility of liquid fuel can cause missiles to fail in launch and the fuel has to be stored separate from the missiles, causing a decrease in military readiness. Liquid fueling can also take a fairly long time to complete, giving US spy satellites a period of time to see launch preparations underway. Solid-fueled missiles can be very quickly launched giving the US very limited warning

The National Security Council declined to comment when reached by CNN.

News that the North Koreans are potentially developing new weapons would be a heavy blow to President Donald Trump"s efforts at diplomacy with North Korean dictator Kim Jong Un.


Pyongyang has appeared open to discussions surrounding its status as a nuclear state following meetings with both South Korea and the United States. Trump traveled to Singapore in June for a summit with Kim and, following the meeting, Trump announced that North Korea no longer posed a nuclear threat -- despite a lack of evidence proving that the North Koreans would cease to continue its nuclear program.

"Just landed - a long trip, but everybody can now feel much safer than the day I took office," Trump tweeted at the time. "There is no longer a Nuclear Threat from North Korea."

Last Tuesday, Trump said new images signaled that North Korea was beginning to dismantle "a key missile site."

"New images just today show that North Korea has begun the process of dismantling a key missile site, and we appreciate that," Trump said, an apparent reference to images of the Sohae Satellite Launching Station published Monday by the prominent monitoring group 38 North.

The images were taken between July 20 and July 22, and show North Korea has indeed started to dismantle key facilities at the satellite launch station, a move analysts said represents "an important first step towards fulfilling a commitment" made by Kim during his summit with Trump.

However, CNN also reported last week that, according to an official with close knowledge of North Korea"s position on the matter, continued negotiations between the United States and North Korea hinge on Washington"s willingness to make a "bold move" and agree to a peace treaty with Pyongyang.

The source previously told CNN that if a peace treaty to replace the armistice agreement that ended the Korean War did not ensure the survival of the current North Korean regime, it could be the end of denuclearization talks.

The intelligence community has publicly stated that it has seen signs of continued activity, including at fuel plants.

Appearing before the Senate Foreign Relation Committee last week, Secretary of State Mike Pompeo acknowledged that North Korean factories "continue to produce fissile material" used in making nuclear weapons.

Pompeo also told the committee that moving toward concrete denuclearization is "a process," adding that it "will definitely take time."

The commander of US Forces Korea, General Vincent Brooks, said at the recent Aspen Security Forum that North Korea"s "production capability is still intact.

"So we haven"t seen a complete shutdown of production yet. We have not seen the removal of fuel rods. These types of things tell us that there are steps that still must be taken on the road to denuclearization," Brooks said.

Brooks also recently confirmed that North Korea"s nuclear production capability was still intact.

Nabi Saleh (Palestinian Territories) (AFP) - Palestinian teenager Ahed Tamimi said Monday she was deeply changed by her eight-month sentence in an Israeli jail for slapping two soldiers, but does not regret any of her actions.


Tamimi, who was 16 when she was arrested in December for hitting and kicking soldiers in front of her house in the occupied West Bank, was released Sunday and swarmed by media from across the globe.


In an interview the day after her release, the now 17-year-old told AFP that she understood she had become a "symbol" of the Palestinian cause.


"Of course my life has been changed a lot. I changed a lot in prison," said Tamimi.


"I became more focused, more aware also. Prison ages a person. In one day you age 100 years," she said in the backyard of her home in the West Bank village of Nabi Saleh.


Asked if she would have done the same thing if she had known it would land her behind bars for months, she said yes.


She pointed to the circumstances in which the soldiers had entered the garden of her house in December during a day of major protests that saw her cousin shot in the head with a rubber bullet.


Her confronting of the Israeli soldiers was recorded and went viral online.


"I didn"t do anything wrong that I should regret," she said.


"If I had known I would be in jail eight months, of course I would have done it because it was a natural reaction to a soldier being in my house shooting at people, people from my village," she said.


"Any person in this situation -- I hit him, maybe there are people that would have killed him."


Israel"s military said the two soldiers had been in the area to prevent Palestinians from throwing stones at Israeli motorists.


The video of the altercation does not show the soldiers reacting to Tamimi"s actions or using their weapons, and the teenager was arrested four days later.


Tamimi said she hoped to study law to expose the issue of Israel"s occupation to the rest of the world.


Israel has long said Tamimi and her siblings have been manipulated by her parents -- longtime activists -- and used as pawns in staged provocations.


When she was only 14, a picture of her biting a soldier"s hand to prevent him from arresting a family member went viral.


She denied claims that she had been exploited.


"My family never exploited me once," she said.


"I am mature enough and I know the cause. I know the consequences that will stem from choosing this path. I am not a child."


Tamimi and her mother Nariman were sentenced to eight months by an Israeli military court in a plea deal following the December incident.


Israel has occupied the West Bank and east Jerusalem since seizing it in a 1967 war. Tamimi"s village Nabi Saleh is close to a number of Israeli settlements.


- "No ice cream" -


Even though she"s only 17, Tamimi"s stint in jail has made her one of the best-known living Palestinians.


Palestinians and their supporters see her as a hero standing up to the Israeli army unarmed.


Many Israelis view her with contempt and some accuse her activist family of being supporters of "terrorism."


Last week a 14-foot (4-metre) mural of her was painted on Israel"s separation wall that cuts off the West Bank. The Italian artists who painted it were arrested by Israel.


After her release on Sunday, throngs of media and supporters rushed to catch a glimpse of her and greet her.


At times when speaking to AFP she sounded like a budding Palestinian politician, at others like the teenager she is.


She said she still loves football and was crazy over the World Cup -- watching the games when possible in jail and supporting Brazil and Neymar in particular.


One of the first things she did after leaving prison was visit an ice cream parlour in central Ramallah, the West Bank city where the Palestinian government is based.


"Of course there is no ice cream in prison ever. I love it a lot. When it was summer I would avoid food. I would only eat ice cream for breakfast, lunch and dinner," she said.


Asked if she had a message for Israelis who think of her as a "terrorist", she said she would ask them to "put themselves in my place, just that, nothing more".


"Go back to their humanity a little so they can understand the reality."

Some of them are just looking at presidency like ambition; they cannot articulate what they want to do with the opportunity. Nigeria needs a leader that has a global reputation.

“Atiku is obviously better than other aspirants including the opposition aspirants. He has a bigger vision for Nigeria. None of the Presidential aspirants could challenge Buhari in the 2019 election and succeed.

” Atiku is the only person that could do that. It will be unwise for PDP to bring an unpopular candidate to challenge the incumbent President. That would be disastrous. California firefighters on Monday were gaining ground on a massive blaze that has killed six people and destroyed hundreds of homes and businesses, while rescuers searched for seven people unaccounted for in the wildfire.


The Carr Fire, outside Redding, California, ignited a week ago and doubled in size over the weekend, charring an area the size of Detroit, forcing 38,000 people to flee their homes and claiming lives of two firefighters and another person, as well as a woman and her two young great-grandchildren.


Centered 150 miles (240 km) north of Sacramento, it is the deadliest of the 90 wildfires burning across the United States. Collectively, wildfires have blackened 4.4 million acres (1.8 million hectares) of land so far this year, 21 percent more than the 10-year average for the time period, according to federal data.


The more than 3,000 firefighters battling the Carr Fire began to turn the tables by Sunday afternoon, cutting containment lines around 17 percent of its perimeter, according to the California Department of Forestry and Fire Protection. Previously the fire was just 5 percent contained.


Gale-force winds that drove the fire late last week have eased to moderate speeds, but temperatures are again expected to top 100 Fahrenheit (37.8 Celsius), according to the National Weather Service. (Reuters)

The Independent National Electoral Commission (INEC) has said it would temporarily suspend the ongoing Continuous Voter Registration (CVR) exercise on August 17, this year. It said the reason is to pave way for effective planning and execution of the 2019 general election.

The Resident Electoral Commissioner [REC] in Ebonyi State, Prof. Godswill Obioma, made the disclosure, yesterday, in a statement made available to newsmen, in Abakaliki.

He said since the exercise was launched nationally, in April 2017, the state office of the commission has been carrying out the CVR and has recorded remarkable success so far. “To firm up preparations for the 2019 general elections, the CVR will be temporarily suspended all over the nation on August 17 2018, at 5:00pm,” he said.

The registration exercise will however resume after the 2019 general elections.

According to a statement on Monday by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President spoke on Sunday night while responding to a question during an interactive session he had with the Nigerian community in Togo at the Nigerian Embassy, Lome.

Buhari was quoted as saying that he was not bothered by the defections because most Nigerians appreciate his administration’s performance.

“I am not bothered about the defections. Ordinary Nigerians have developed confidence in us and are defending us. I assure you, majority of Nigerians back home are appreciative of our efforts,” the President was quoted as saying.

Expressing delight in seeing the Nigerians who had travelled from the five regions of Togo to welcome him in Lome, Buhari said he was pleased to hear them commend the performance of his administration.

He assured them that his administration had remained steadfast in keeping to its three campaign promises of providing security, improving the economy and fighting corruption.

The President noted that if past governments had utilised even 25 per cent of the huge oil revenue available to them, Nigerians would not be complaining today.

He cited the $16bn reportedly spent on electricity and yet Nigerians could not see the power.

Restating his administration’s commitment to providing critical infrastructure, providing loans to farmers thereby cutting rice importation by more than 90 per cent, Buhari said all recovered illegally acquired assets would now be sold and the money paid into the treasury in the administration’s renewed anti-graft campaign.

“I assure you that we are making progress in security as some displaced farmers are returning to their farms. We will continue to work very hard for our dear country,” he said.

In his welcome address, the Nigerian Ambassador to Togo, Joseph Iji, said the close to two million Nigerians in Togo were law-abiding and peaceful.

Iji drew attention to the inability of the Nigerian Mission in Lome to issue Nigerian passports, making applicants to go to Ghana or Benin Republic.

Trump threatens shutdown over wall, immigration-



President Donald Trump threatened Sunday to push the government into a shutdown ahead of the coming spending deadline in September if Congress does not fund his border wall and change the nation"s immigration laws.




"I would be willing to "shut down" government if the Democrats do not give us the votes for Border Security, which includes the Wall! Must get rid of Lottery, Catch & Release etc. and finally go to system of Immigration based on MERIT! We need great people coming into our Country!" Trump tweeted.


Trump"s Twitter threat introduced a fresh wild card for congressional negotiators to deal with as the remaining legislative days tick down before government funding runs out -- an explosive prospect for both parties with just 100 days until the midterm elections.

Trump has previously floated the possibility of a government shutdown over border security and immigration, and on Sunday he made his threat explicit, saying he would do so unless Congress funds his proposed wall, which he promised Mexico would pay for, and puts in place his preferred immigration policies.

In May, Trump suggested "closing up the country for a while" if he did not get his wall.


"They don"t want the wall," Trump said. "But we"re going to get the wall, even if we have to think about closing up the country for a while."

Sunday"s shutdown threat from Trump also echoed a remark he made in February when he said "I"d love to see a shutdown" if the government did not agree to address immigration.

Congress ultimately passed a spending bill in March that funded the government through September. Trump threatened at the time to veto the spending agreement, but eventually signed the bill while expressing his displeasure with Congress.

"I said to Congress, I will never sign another bill like this again," Trump said in March.

A shutdown over Trump"s wall at the September deadline would mark the third lapse in appropriations this year, following a shutdown in January as Democrats battled with the Trump administration and congressional Republicans on protections for "Dreamers" as well as a brief shutdown when Republican Sen. Rand Paul of Kentucky blocked a spending vote.

Senate Majority Leader Mitch McConnell announced in June that he was canceling much of the Senate"s August recess, saying the chamber needed the additional time to make progress on Trump"s nominees and pass appropriations bills. And with the House out on August recess, there"s not much time left before the deadline that both chambers will be in session.

Both Speaker of the House Paul Ryan and McConnell met with Trump last week to discuss funding the government.

Asked about Trump"s Twitter threat, a pair of Republican lawmakers said Sunday that they didn"t think the government should or would shut down this September.

"Let"s hope not," Wisconsin Sen. Ron Johnson said on CBS"s "Face the Nation."

Johnson added that he didn"t think a shutdown would be "helpful" to Republicans in the November elections, "so let"s try and avoid it."

Ohio Rep. Steve Stivers, the chairman of the National Republican Congressional Committee, said on ABC"s "This Week" said he did not think it would come to a shutdown.

"I don"t think we"re going to shut down the government," Stivers said. "You know, I think we"re going to make sure we keep the government open, but we"re going to get better policies on immigration."

The Nigerian Army concluded its five-day training for non-commissioned officers in the Niger Delta at the weekend, with a vow to continue to uphold the highest level of professionalism in carrying out its constitutional duties.

During the exercise, which also involved special tutorship for Warrant Officers on weapons handling at the Elele Military Cantonment, Rivers State, the soldiers underwent physical fitness training, map reading competition, combat swimming as well as a drill competition which took place in Yenagoa, Bayelsa State.

Major formations included in the training were: 2 Brigade, Uyo; 6 Division Garrison, Port Harcourt; 56 Signals Brigade; 16 Brigade, Yenagoa; 46 Engineers Brigade and 6 Division, also in Rivers.

Drawing the curtains on the event, Maj.-Gen Ibrahim Yusuf, former General Officer Commanding, 7 Division, Borno State, now Executive Director, Consult, Nigerian Army Resource Centre (NARC), Abuja, said the soldiers and officers would continue to adhere to the highest standards of discipline.

He said: “Training is the foundation of anything we do in the military and the vision of our chief of army staff is to have a professionally responsive Nigerian army in the discharge of its constitutional roles and to attain that vision, we have to keep training and retraining.

“Of course, the standard meets that which is was set out by the Nigerian Army, for their rank category. More importantly, aspects of teamwork, sportsmanship, determination to succeed were played out during the competition.

“Training is a continuous process, the soldiers should not go back and wait for the next competition. They should continue to train and this will be ensured by their commanding officers.”

Earlier, the General Officer Commanding 6 Division, Port Harcourt, Maj.-Gen Musa Yusuf, had said that the soldiers were subjected to various tests to ensure their readiness for combat in the region and wherever they are deployed.

He said: “This exercise was part of the vision of the Chief of Army Staff (CoAS) and part of our training directive for 2018. The Nigerian Army has a vision of having a professionally responsive force in the discharge of their constitutional responsibilities.

“In order to achieve that vision, we have two pivots which are regimentation and professionalism. You cannot do this without training. It was in continuation of series of training packages we have been having since the beginning of the year.”

Yusuf, who was also at the weekend redeployed to 81 Division, Lagos, lauded the units for taking advantage of the “rare opportunity” and ensured that they learnt fast during the five-day event.

In his comments, Brig.-Gen Kevin Aligbe, the 16 Brigade Commander in Yenagoa, who also doubled as the host of the event, praised the participants for being good sportsmen and expressed the hope that the training would begin to reflect in their day-to-day activities.

At the end of the inter-formation competition, 6 Division Garrison, Port Harcourt emerged the overall best, 16 Brigade, Bayelsa came second, while 2 Brigade, Uyo won the bronze.

The 42-year-old Linus Chibuzor-Nwankwo, who died on Friday in South Africa has been confirmed was killed by a fellow Nigerian.

The Consul General of Nigeria in South Africa, Mr. Godwin Adama, has confirmed that Chibuzor-Nwankwo from Enugu State was killed by Mr. Lawrence Nwarienne from Anambra.

Adama, condemned the killing and expressed shock and dismay that a fellow Nigerian carried out the act.

Chibuzor-Nwankwo was shot by Nwarienne another Nigerian operating a bar in South Africa, in the early hours of Friday in Kempton Park, Johannesburg in South Africa.

The envoy said Nwarienne shot the deceased right at his bar for reasons not very clear adding that the suspect was however, immediately arrested by the police who had launched investigation into the case.

“The High Commissioner and the Consul General are very concerned on this development. We condemn this dastardly act and do not expect it from our nationals who are supposed to protect each other.

“This is a development that is becoming frightening and may make South African police authorities to blame other future killings on the same trend. We are taking it seriously,” he said.

He said that the Mission was in touch with Nigerians and police authorities and encouraged them to properly investigate the murder and prosecute accordingly.

According to him, this is to discourage future actions of that kind by any person irrespective of his nationality.

“We are monitoring the development and encouraging Nigerians to conduct themselves peacefully while we seek for justice.

“Mission has been in touch with Nigerians on the unfortunate development.

“Missions have already commenced discussions with Nigerian stakeholders to discourage this trend,” he said

He said that the situation had been calmed down to avoid reprisal attacks from other Nigerian close relations and friends.

The case is being monitored by Nigerian community in South Africa to ensure justice is done to avoid future occurrences.

Erdogan says there was no deal with US, Israel to free American pastor detained in Turkey-


Recep Tayyip Erdogan denied Sunday that Turkey had agreed to free a detained American pastor as part of a possible deal with the US and Israel, and warned that Turkey would not be bullied into releasing him by US President Donald Trump.




The Turkish President"s comments come after a senior US official told CNN last week that Erdogan and Trump had agreed to a deal that would see Israel release an imprisoned Turkish national in exchange for Turkey freeing Andrew Brunson, who has been held in Turkey since October 2016.

The Turkish national, Ebru Ozkan, was allowed to leave Israel for Turkey in mid-July. Brunson, meanwhile, was released into house arrest on Wednesday but has not been permitted to leave Turkey.

On Thursday, Trump threatened Turkey with retaliation, tweeting: "The United States will impose large sanctions on Turkey for their long time detainment of Pastor Andrew Brunson, a great Christian, family man and wonderful human being. He is suffering greatly. This innocent man of faith should be released immediately!"

Erdogan insisted Sunday that no deal had taken place.


"We told the Americans that they could help us with getting Ebru (Ozkan) ... but we never said "and in exchange we will give you Brunson,"" Erdogan told state broadcaster TRT. "We never made Brunson a topic of negotiation. Instead of respecting the Turkish judiciary, they are turning this into talk of sanctions."

Erdogan warned the US it risked losing a "strong and sincere partner" if it did not change its attitude.

"You cannot make Turkey take a step back with sanctions," Erdogan added. "They need to know the following: we are not tied with an umbilical cord to the US."

"The change in attitude is Trump"s problem, not mine," Erdogan added.

The White House did not immediately respond to requests for comment on Sunday.


Deal or no deal?



The senior US official told CNN that the deal to free Brunson -- an evangelical Presbyterian pastor from North Carolina -- was agreed to by Trump and Erdogan during a meeting at the NATO summit in mid-July.

Days after that meeting, Trump asked Israeli Prime Minister Benjamin Netanyahu to assist in the pastor"s release, an Israeli official told CNN. While the official would not divulge details of their conversation, or when the request took place, the two leaders spoke on the phone on July 14.
Ozkan, a 27-year-old Turkish woman held in Israel on suspicion of aiding Hamas, the Palestinian militant group that controls Gaza, was released from prison between July 11-12, her lawyer told CNN.

She was able to leave Israel for Turkey on July 15, one day after Trump spoke with Netanyahu. In an extremely unusual move, Israeli prosecutors had permitted Ozkan -- who faces terror-related charges -- to leave the country two weeks before her trial, effectively freezing the case against her. But the charges against her were not dropped.

Brunson was arrested in 2016 during the Turkish government"s crackdown following an attempted coup. In March, he was formally charged with espionage and having links to terrorist organizations. If convicted, he faces up to 35 years in prison. He maintains his innocence.

On July 18 -- three days after Ozkan flew back to Turkey -- a Turkish court rejected an appeal by Brunson"s lawyers to have him freed.

Then, on Wednesday, Brunson was released to house arrest and ordered to wear an electronic monitoring device.

The following day, Trump launched his Twitter tirade against Turkey.


Pence echoed Trump"s stance during remarks at the State Department on Thursday.

"If Turkey does not take immediate action to free this man of faith and send him home to America, the United States will impose significant sanctions on Turkey until Pastor Andrew Brunson is free," Pence said. "While he is out of jail he is still not free."

Secretary of State Mike Pompeo has spoken to Turkish Foreign Minister Mevlut Cavusoglu several times over the past few days in an effort to secure Brunson"s freedom.

A senior Turkish official denied Friday that there was any connection between the release of Ozkan and the case of Brunson, describing the claims as "completely baseless."


Erdogan: Give us our F-35s



Erdogan also said Sunday that Turkey would resort to international arbitration -- possibly referring to an international court -- if the US doesn"t deliver the F-35 fighter jets it purchased.

"Now they"ve started threatening us with one more thing. They say they may not give us the F-35s. We told them we"ll go to international arbitration," Erdogan said.

Although Turkey has long been a participant in the development of the F-35 program -- investing $1.25 billion in the project since 2002 -- US lawmakers have sought to block Turkey from receiving the stealth warplanes amid a deterioration of the US-Turkey relationship and concerns over Ankara"s purchase of a Russian-made anti-aircraft system.

Turkey technically took ownership of its first F-35s in June, but the US has retained custody of the jets while Turkish pilots and maintainers are being trained on the new planes at Luke Air Force Base in Arizona.

Turkey plans to eventually acquire 100 F-35s.
